Order of Approval (1914)

Established by the International Joint Commission.  Among other objectives, the commission laid out the objectives for and limits to Lake Superior’s outflow.  Since 1978, the commission supplemented the order to now consider the levels of Lakes Superior, Michigan and Huron; the supplement describes a goal to find flow between these lakes that will return these lake levels to their respective historic levels.
